Being "dead certain" means you NEVER listen to anyone's else opinion,
even when you pretend to. Being "dead certain" also means you are arrogant, and incapable of thinking outside your own little world of black and white. Being "dead certain" means you have contempt for any opinion other than your own, and only keep the company of advisors that always agree with you, which gives a person a feeling of omnipotence and power. Since Bush was a child, his parents and enablers have saved him from all his mistakes, so he feels he can do no wrong.
This is the worst trait for the leader of the free world, because the world is not black and white.
